The LED Billboards are set up to show a single image/frame or be animated if you have a standard 16:9 video you'd like to swap in. I use the same one or two textures with slightly different properties on each variation. Some are the basic Blender Principled BSDF materials, a custom alpha mask that I made for the vents, and like one or two textures from Polyhaven. The graphics that come on the billboards and LED signs are my own artwork, the rest of the textures are purposely very limited. Feel free to kitbash them, rip them apart, or use them as is.
